Why does my flat roof only leak in heavy rain?+
Usually a lap or a detail that is watertight under light rain and overwhelmed when the volume rises, or standing water finding a pinhole once the pond gets deep enough. Both point at the detail rather than the whole field.
Is ponding water a problem?+
It is the clearest early warning you get. Standing water accelerates UV and freeze damage and tells you the falls are wrong. It rarely leaks on its own, and it reliably shortens the life of everything under it.
Can you re-cover over the old felt?+
Only where the existing is dry, well bonded and sound. Most of the time it is not, and overlaying a wet deck traps moisture between two waterproof layers, which is worse than doing nothing.
